Deciding when and where to pursue a driver is a line that law enforcement officers on patrol say they must constantly toe.
If officers never gave chase, criminals could easily avoid detention just by taking off in their vehicles. But if every person who flees is chased, police risk creating a dangerous situation on public roads.
