LYNN HAVEN — Dashboard camera footage of the 23-second police pursuit that ended when Courtney Coughlin smashed into another car indicates the officer involved turned off his blue lights four seconds before the crash, turned off his siren about the time of the crash and announced he was ending the pursuit immediately after calling out “Signal 4,” the police code for wreck.
